The arrest stems from the September 15 killing of Frank Garay, a 29-year-old Hartford native who was found deceased from a gunshot wound on a Waterbury street. Investigators have characterized the incident as a targeted killing.
Brown is the second suspect arrested in the case. Authorities previously apprehended LaTroy Young, who allegedly acted as the getaway driver. Young, who was on parole at the time of the incident, was reportedly traced to the scene through his ankle monitor and arrested one week after the murder.
According to Connecticut prosecutor Don Therkildsen, video evidence shows Young preparing a vehicle and waiting to pick up the shooter. Brown has been charged with murder, reckless endangerment, and five weapons-related crimes. Young faces charges of murder conspiracy and two weapons offenses.
Both men are currently being held in custody. A judge set Brown’s bond at $3 million, while Young is being held on a $1 million bond. It is important to note that all individuals are presumed innocent until proven guilty in a court of law.
