PORTSMOUTH, Ohio – Scioto County Prosecutor Shane A. Tieman announced on February 11 that the Scioto County Grand Jury convened on February 13, 2026, returning 18 public indictments. The findings detail a range of serious felonies, including multiple counts of rape, pandering sexually-oriented matter involving minors, and felonious assault.
According to the list of indictments released by the Prosecutor’s Office, several defendants face significant charges related to sexual violence and child exploitation. Jeffrey Gilliland, 67, of Minford, was indicted on 24 counts of Rape. Similarly, Derek Stanley, 36, of Otway, faces indictments on 15 counts of Rape. In a separate case involving digital exploitation, Gerald Ohara, 43, and Beverly Ohara, 38, both of Portsmouth, were each indicted on 49 counts of Pandering Sexually-Oriented Matter Involving a Minor or Impaired Person.
The Grand Jury also returned indictments for violent crimes against persons. Franklin Torres, 22, of Lucasville, is charged with two counts of Felonious Assault and four counts of Endangering Children. Shane Wesley, 46, of West Portsmouth, faces charges of Aggravated Burglary, Robbery, Disrupting Public Services, and two counts of Assault. Additionally, Robert Skaggs, 50, of West Portsmouth, was indicted on Felonious Assault and Robbery, while Jacob Miller, 30, of Lucasville, faces two counts of Felonious Assault along with Possession of a Deadly Weapon While Under Detention.
