Arrest of Former Miami Police Assistant Chief on Domestic Violence Charges

Miami-Dade County witnessed a significant legal development as former Assistant Chief of the Miami Police Department, Lt. Thomas Carroll, was taken into custody on allegations of domestic violence.

On Saturday, Lt. Thomas Carroll was apprehended by authorities at the Miami Police Department’s headquarters following an alleged domestic incident occurring earlier that evening at his residence. According to the police report, two witnesses corroborated the claim that Carroll, aged 47, spat at his wife multiple times and slapped her twice. The couple had reportedly been involved in an argument since Friday, with tensions escalating to verbal assaults.

Following the incident, Carroll’s wife sought safety by fleeing outside and contacting law enforcement. Subsequently, Lt. Carroll was arrested and booked at the Turner Guilford Knight Correctional Center in the early hours of Sunday, facing a battery charge. During his bond court appearance, the judge set Carroll’s bond at $1,000 and imposed a no-contact order with his wife until the legal proceedings conclude.

Lt. Carroll’s career with the Miami Police Department began on January 25, 1999. He served as a commander before being promoted to assistant chief in 2021. However, in 2023, he was demoted back to lieutenant while another officer, Chiquita F. Butler, was promoted to oversee field operations. Prior to his recent arrest, Carroll’s name surfaced in a Miami Herald article linked to a racial discrimination lawsuit, highlighting a complex backdrop of departmental tensions.

Assistant Chief of the administration division, Armando Aguilar, commented on the matter, stating, “When acts of domestic violence are perpetrated by law enforcement officers, they are especially disheartening, as they represent a breach of the sacred trust placed in us by the people we serve.” His words emphasize the gravity of such incidents within law enforcement ranks, acknowledging the breach of public trust involved.

The details of the incident remain somewhat confidential, yet it sheds light on the increased risks of domestic violence in certain scenarios, especially within law enforcement families. Studies have noted a rise in such incidents during major holidays, likely exacerbated by financial stress and heightened alcohol consumption. Domestic violence experts stress the importance of having a safety plan in place, which includes recognizing warning signs, maintaining a list of emergency contacts, and having an escape plan if necessary. Those needing support are encouraged to contact the National Domestic Violence Hotline.

The arrest of Lt. Thomas Carroll serves as a stark reminder of the complex challenges faced by law enforcement personnel and their families. As the legal process unfolds, the incident underscores the importance of addressing domestic violence with compassion and diligence, ensuring accountability and support for all individuals involved.
