The incident took place outside a residence where a Washington State Patrol vehicle was conspicuously parked in the driveway, as indicated by Crime Stoppers. Authorities are urging anyone who can identify the individual in the surveillance images to provide information anonymously by calling 1-800-222-TIPS.
