In mid-April 1927, a catastrophic flood swept through the Mississippi River basin, marking one of the most destructive events in U.S. history. The disaster followed a series of heavy rainfalls beginning in the summer of 1926, which continued through the fall and winter, saturating tributaries such as the Arkansas, Ohio, and Red Rivers. These conditions set the stage for an extraordinary rainfall of 12 to 24 inches in mid-April across regions from Oklahoma and Missouri to Tennessee and Louisiana, exacerbating an already precarious situation.
By late April, record-breaking river crests were documented in Arkansas City, Arkansas, and Greenville, Mississippi, with these records standing to this day. Photos from Arkansas City depicted only rooftops visible above the water six days post-crest, highlighting the severity of the flooding, which caused the river to rise six feet above the recorded peak. By mid-May, another record was set in Baton Rouge, Louisiana, which also remains unbroken.
The immense floodwaters spanned 27,000 square miles across parts of seven states, surpassing the total area of West Virginia. The Mississippi River expanded up to 80 miles wide in some areas due to over 140 levee breaches. This tragedy claimed at least 246 lives and displaced between 600,000 and 750,000 people, many of whom were forced to take refuge in tent camps for extended periods. The financial toll of the flood was significant, ranging from $230 million to $1 billion—a substantial portion of the national budget at the time.
To protect New Orleans from flooding, authorities detonated a section of the river levee at Caernarvon, approximately 14 miles downstream. This decision inundated the downstream communities in Plaquemines and St. Bernard Parishes, though in retrospect, it proved unnecessary as upstream levee breaches had already diminished the river’s flow by the time it reached New Orleans.
This disaster prompted legislative action in the form of the Flood Control Act of 1928, which authorized the construction of dams, levees, and other flood mitigation measures, placing flood-control management under the purview of the U.S. Army Corps of Engineers.
