Northern Township has initiated the process of transitioning from a township to a city by issuing a notice of intent to incorporate to Beltrami County and nearby municipalities. This marks the initial step in a series that will ultimately lead to the township filing a petition with the Minnesota Office of Municipal Boundary Adjustment Unit after a 30-day period. The move comes after an incorporation study was requested during a December meeting, following years of deliberation over the township’s future.
Community engagement has played a critical role in this decision. In November 2022, the township organized public meetings to disseminate information and gather resident feedback. The response was overwhelmingly in favor of progressing with the incorporation, reflecting strong community support for the initiative.
If Northern Township succeeds in its efforts, it would become the ninth city in Beltrami County, distinguishing itself from the remaining 41 townships. The township is experiencing population growth, currently ranking as the third largest in the county with approximately 3,700 residents, as per U.S. Census data. Only Bemidji and Bemidji Township exceed it in population size.
Moreover, Northern Township is increasingly shouldering responsibilities typically associated with city governance, including the construction of its own wastewater treatment facility. Although there was an option to connect to Bemidji’s existing facility, which has the capacity to accommodate Northern Township, this arrangement did not materialize, leading to the development of a new facility. This decision has stirred some debate within the community due to its significant financial implications and a related land transaction with the county.
The Township Administrator emphasized that the primary objective of this transition is to position Northern Township to effectively manage its future and safeguard resident interests. As a prominent township, incorporation will enable the enhancement of current services and provide the tools and stability necessary for future planning. The Northern Township board fully supports this decision.
