Broward Sheriff’s Office Arrests Suspect in Pompano Beach 2023 Double Fatal Shooting

Pompano Beach, FL – The Broward Sheriff’s Office Homicide Unit has arrested a suspect in connection with a fatal double shooting that took place in March 2023. The incident occurred on the 300 block of Southeast 11th Avenue, resulting in the deaths of 23-year-old Joshua Moise of Lauderdale Lakes and 24-year-old K-CI Octelus of Oakland Park.

The arrest comes after a thorough investigation by the Broward Sheriff’s Office and a subsequent review by the Broward County State Attorney’s Office. An arrest warrant was issued for 19-year-old Neil Andrews, a resident of Pompano Beach, who was apprehended by U.S. Marshals on April 9, 2024, in Rapid City, South Dakota. Following his arrest, Andrews was held at the Pennington County Jail before being extradited to Broward County on May 5, 2025. He is currently in custody at the Broward Sheriff’s Office Main Jail.

Andrews faces charges of two counts of manslaughter and one count of removal of a serial number from a firearm. The investigation was led by Homicide Detectives J. McGlynn and R. Schnakenberg, with oversight from Homicide Sergeant B. Tutler. The case highlights the collaborative efforts between local law enforcement and federal agencies to address violent crime in the community.
