An Orlando middle school employee, Mitchell Regan, 36, of Leesburg, was sentenced to 20 years in federal prison on November 13, 2025, for the distribution and possession of child sex abuse material (CSAM).
United States District Judge Thomas P. Barber also ordered Regan to serve a lifetime of supervised release following his prison term. Regan had previously pleaded guilty to the charges on February 24, 2025.
According to court documents, agents from Homeland Security Investigations (HSI) executed a search warrant at Regan’s home on October 17, 2024. During a search of Regan’s cellphone, an HSI computer forensic agent located an image of CSAM in the phone gallery.
Regan informed law enforcement that he was employed by a middle school and the Boys and Girls Club, where he taught the chess club and gave music lessons to children. A subsequent review of Regan’s social media applications by law enforcement revealed he had distributed two videos of CSAM on June 24, 2024.
The case was investigated by Homeland Security Investigations and the Orange County Sheriff’s Office. Assistant United States Attorney Sarah Janette Swartzberg prosecuted the case.
Project Safe Childhood Initiative
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice. The program aims to combat the growing epidemic of child sexual exploitation and abuse.
Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue child victims.
The sentencing of Mitchell Regan highlights the ongoing commitment of federal authorities to prosecute those involved in child sexual abuse material offenses, particularly individuals entrusted with the care of children.
