HPD Officer Faces Another Arrest for Restraining Order Violation

A Honolulu police officer, with a documented history of legal issues involving restraining orders, was taken into custody for allegedly breaching a temporary restraining order. Ernest-Siosi Fedner Aliksa, aged 43, was detained at the main station of the Honolulu Police Department following a disciplinary hearing. Despite his 12 years of service with the department, his police powers have been restricted since March after his ex-girlfriend secured a restraining order against him. In accordance with department policy, officers served with restraining orders are placed on restrictive duty, with their badge and gun confiscated. Aliksa is set to attend a hearing for this case on May 28.

Aliksa’s legal troubles extend beyond this recent arrest. Since 2023, both his ex-wife and ex-girlfriend, who are the mothers of his children, have filed temporary restraining orders against him. He also faces allegations from a July incident on Maui for operating a vehicle under the influence of an intoxicant. Additionally, there is a pending civil matter concerning a $30,000 loan, as noted in state court records.

In a petition filed on March 3, Aliksa’s ex-girlfriend alleged “extreme psychological abuse” and “coercive control” during their seven-year relationship. The petition detailed incidents where Aliksa allegedly stalked her, using rented vehicles and possibly a GPS tracker. One particular occurrence involved him allegedly following her in a white Jeep during a family event, which he later admitted to her son.

Other reported incidents include Aliksa’s alleged presence at her hula halau practice and attempts to enter her home, leading her to seek police assistance. She described feeling isolated and under constant scrutiny, attributing these behaviors to Aliksa’s actions.

Meanwhile, Aliksa’s ex-wife also accused him of similar psychological abuse and manipulation, particularly concerning their custody arrangement. She reported instances of him attempting to gain personal information from her workplace and making concerning statements to their children, including threats of self-harm.

In July 2023, Aliksa was apprehended for allegedly driving away from officers attempting to arrest him for violating the restraining order. He is currently out on bail, awaiting trial on multiple charges related to these violations.
