Francis Leroy Pacheco, affectionately known as “Leroy,” passed away peacefully on Thursday, March 27, 2025, surrounded by his children and family. Born on May 25, 1948, in Mora, New Mexico, he was the son of Rosalia Vigil and Frank S. Pacheco. Leroy was cherished as a father, husband, brother, friend, and leader in his community.
Leroy completed his education at Los Alamos High School in 1966 and earned a Bachelor of Business Administration in Finance from New Mexico State University. He furthered his studies at DePaul University in Chicago. His career began in banking and finance, but his drive for community development soon became his lifelong pursuit, focusing on empowering individuals through small business initiatives and relationship building.
Throughout his career, Leroy was actively involved with the Small Business Administration, the Small Business Development Centers, the All Indian Pueblo Council, and Rose’s Southwest Paper. During the 1990s, he served as the President of the Albuquerque Hispano Chamber of Commerce. In 1997, he married Sonya K. Chavez, and the couple relocated to Chicago, Illinois. There, Leroy became an integral part of the small business scene, engaging with the Hispanic Bankers Association and the Little Village Chamber of Commerce. He also imparted knowledge by teaching entrepreneurship at Columbia College while continuing his studies at DePaul.
Leroy’s dedication to community enhancement was evident during his tenure at Accion Chicago, a nonprofit organization focused on improving the lives of underserved communities through small business support and financial literacy. Chicago held a special place in his heart, as it was the birthplace of his two children, Rebekah and Estevan. Leroy’s early experiences in the roofing business with his father laid the foundation for his later pursuits in real estate and contracting. He was also deeply involved in his children’s activities, taking leadership roles in school PTOs, coaching sports, and leading impactful fundraising initiatives.
In 2007, Leroy returned to New Mexico, taking on the role of President and CEO of the New Mexico Community Development Loan Fund. Under his leadership, the fund facilitated the creation of over 12,000 jobs in New Mexico, providing opportunities for underserved communities to thrive. In addition to his professional commitments, Leroy was active on various boards, including the American Indian Chamber, the Black Chamber of Commerce, and the Mora Creative Council.
Leroy devoted his life to uplifting communities across New Mexico, helping small business owners realize their dreams, and nurturing his family as a supportive and loving father. His legacy extends beyond state lines, leaving a lasting impact that will be deeply felt in the community. He is survived by his children, Rebekah and Estevan, their mother Sonya, and his four brothers: Robert, Joe, Mike, and Martin, along with numerous nieces, nephews, and extended family members.
The funeral service is scheduled for Thursday, April 24, 2025, at Nativity of the Blessed Virgin Mary Catholic Church, located at 9502 Fourth St NW. The service will commence with the Rosary at 8 a.m., followed by the Eulogy at 8:30 a.m., and Mass at 9 a.m. Leroy will be laid to rest in Cleveland, New Mexico, alongside his parents, in a private family ceremony at a later date.
