Maine Takes Legal Action Against Trump Administration Over Funding Freeze Linked to Transgender Athletes Dispute

Maine’s government has initiated legal action against the administration of President Donald Trump in response to the freezing of federal funds amid a contentious debate about transgender athletes in sports. The conflict revolves around the interpretation of Title IX, a federal anti-discrimination law, and the participation rights of transgender students in high school athletics.

The U.S. Secretary of Agriculture, Brooke Rollins, announced earlier this month that the U.S. Department of Agriculture (USDA) would suspend certain funds allocated to Maine’s educational programs. Rollins cited Maine’s alleged non-compliance with Title IX as the reason for this action.

Maine Attorney General Aaron Frey has filed a federal court complaint, arguing that the withholding of grant funds is illegal and that these funds are essential to sustaining child nutrition initiatives. The lawsuit seeks a temporary restraining order to prevent the USDA from withholding financial resources until the court can review the matter thoroughly.

Frey emphasized the critical role of the funds, which are used to support children in schools, childcare centers, after-school programs, and disabled adults in congregate settings. According to the lawsuit, the Maine Department of Education’s child nutrition program was set to receive over $1.8 million for the current fiscal year, with additional prior year funds exceeding $900,000 currently inaccessible. The state also anticipated approximately $3 million typically awarded in July for summer meal program administration and reimbursement.

Despite requests for comment, USDA officials have remained silent. However, in an April 2 letter to Maine Governor Janet Mills, Rollins stated that Maine cannot expect continued federal funding if it violates federal anti-discrimination laws in education. She stressed that compliance with Title IX is necessary to ensure female student athletes are not disadvantaged.

The dispute between Maine and the Trump administration escalated in February when the President threatened to withdraw funding unless the state complies with his executive order barring transgender athletes from participation in sports. Governor Janet Mills, present at a governors’ meeting at the White House, responded to the President with a firm, “We’ll see you in court.”
