A man from New York has been charged with drug-related and prostitution offenses following an incident where he allegedly attempted to exchange drugs for sexual services. The individual, identified as David Hartman, 56, from Rochester, faces charges including possession with intent to deliver cocaine and patronizing prostitutes.
Law enforcement officials from Throop conducted an investigation last Friday into a prostitution ring operating within the area. Utilizing a confidential informant, officers set up a post on a verified online platform known for facilitating exchanges of drugs or money for sexual acts. At 11:40 p.m., Hartman reportedly contacted an undercover officer through text, indicating he was exiting the interstate at Throop and would arrive at the designated meeting location in five minutes.
Shortly thereafter, at 11:45 p.m., officers observed a Ford pickup truck with New York plates entering the parking lot of the predetermined site. Hartman was seen exiting the vehicle and approaching a door, where he was promptly apprehended by undercover officers. Prior to his arrest, Hartman had agreed via text to trade $200 and a substance referred to as “powder cola” in exchange for sexual services.
Upon his arrest and after being informed of his rights, Hartman admitted to Officer Shawn Lahey his intention to exchange drugs and money for sex. He revealed he had marijuana in his vehicle and consented to a search. The search yielded $200 in cash and a cylindrical container with a white powdery substance that was later confirmed to be cocaine.
Additional charges against Hartman include criminal use of a cellphone and possession of drug paraphernalia. A preliminary court hearing is scheduled for 9 a.m. on April 17 before District Judge Paul Keeler. Hartman is currently detained at Lackawanna County Prison, with bail set at $25,000.
