Uzbek National Admits to Voter Registration Fraud Conspiracy in Florida

Tampa, FL – A man from Uzbekistan has admitted to participating in a voter registration fraud scheme, according to the U.S. Attorney’s Office. Sanjar Jamilov, 32, has pleaded guilty to conspiring to submit fraudulent voter registrations in Pinellas County. He could face up to five years in federal prison, although a sentencing date has not been determined.

The case involves Dmitry Shushlebin, 45, from Russia, who allegedly hired Jamilov and others to file over 100 fraudulent voter registration applications between February and March 2023. These applications were submitted under false names, using envelopes with identical formatting and typographical errors. They also contained suspicious details such as repeated birth dates, addresses, and nearly sequential Social Security numbers.

Authorities discovered that change of address forms were also submitted to the U.S. Postal Service to redirect mail to locations controlled by Shushlebin and Jamilov. Fortunately, the Pinellas County Supervisor of Elections detected the fraudulent activity and rejected the applications.

Dmitry Shushlebin has been charged for his alleged involvement in the scheme, and the case is ongoing. The investigation was conducted by the United States Postal Inspection Service, the Federal Bureau of Investigation, and the Florida Department of Law Enforcement. The prosecution is being handled by Assistant U.S. Attorney Daniel J. Marcet and Trial Attorney Leo Wise from the Justice Department’s Public Integrity Section.
