Authorities identified the suspect as 31-year-old Joseph Browner. Police reports indicate he is believed to be driving a black 2025 Kia Niro bearing the license plate number 9VWP939. While the Chino Police Department confirmed the identity of the suspect, they did not immediately disclose the nature of the relationship between him and the children.
