Foster Angel Program Marks 35 Years of Holiday Giving

In Tampa, a long-standing initiative, the Foster Angel Program, has been making a significant impact for 35 years by providing Christmas joy to children in foster care, thanks to the foresight and dedication of a former Tampa General Hospital employee.

Dewlyn Collins, once a dishwasher at Tampa General Hospital, was moved by the sight of foster children who had no Christmas presents. Motivated by the essence of giving and love, he launched the Foster Angel Tree program. Collins recollects, ‘The true meaning of Christmas is giving and loving.’

What began as a modest effort by Collins has since grown into a substantial tradition. By working extra hours and encouraging hospital staff to donate, Collins spearheaded a movement that remains vibrant today. ‘Everybody told me they don’t know how I can do it,’ he remembers. With the assistance of Inga Balloon, a dietary services supervisor, and Kim Christine, an administrator of community health and wellness, the program expanded its reach.

Balloon highlights the journey’s challenges and successes, noting, ‘Not many people can do something like that, to start from the ground, and then be able to build it to something so grand. I’m just very appreciative that we can continue on this journey like this.’

Christine shares her hopes, saying, ‘I hope that these gifts bring something to them that they might not otherwise have,’ emphasizing a larger message of community and mutual support. The program, now led by Balloon after Collins’ retirement in 2019, continues to thrive with contributions from hospital staff and community volunteers.

This year, the Foster Angel Tree program is set to deliver thousands of gifts to children in Hillsborough County. Collins’ influence is undiminished, as Christine remarks on his leadership, ‘He was smart enough and such a leader to really bring this to our entire organization.’

Collins’ initial act of kindness has left a lasting legacy, perpetuating joy and unity within the community. His simple yet profound initiative serves as a reminder of the powerful impact an individual can have when driven by empathy and commitment. With each passing holiday season, the Foster Angel Program builds on its foundation of generosity and goodwill.

The Foster Angel Program demonstrates how one person’s vision can blossom into a cherished community tradition, spreading hope and joy each holiday season. With its roots firmly planted by Dewlyn Collins, the program continues to thrive, inspiring others to contribute and carry forward the spirit of giving.
