At the heart of the controversy is the claim that Mount Vernon police utilized a photo array where Koonce’s image was intentionally made to stand out—larger than those of other individuals. Furthermore, detectives allegedly coerced the sole victim-witness to identify Koonce, disregarding the lack of clarity due to darkness in the venue where the crime occurred.

In an alarming development, a Mount Vernon detective involved in the case was later incarcerated following a corruption investigation, shedding further doubt on the integrity of Koonce’s conviction. The current District Attorney, Mimi Rocah, commented on the miscarriage of justice, stating that the methods employed were so flawed that the conviction cannot be upheld.

This situation unfolded years before the birth of Jeffrey’s son, Malcolm, who would grow up to play professionally with the Las Vegas Raiders. Meanwhile, Jeffrey served nearly eight years in prison, maintaining his innocence throughout. His brother, Paul Koonce, initially charged alongside him, was acquitted at trial.
