According to whistleblower accounts, Khan transferred the woman to his department, frequenting trips with her and reportedly engaging in inappropriate behavior, including suggestive actions and locking the office door to touch her inappropriately. The woman opted against formally complaining, citing distrust in the court’s internal monitoring system, which rapidly concluded its inquiry without questioning Khan within five days.
The ICC, despite its stringent anti-harassment policies, continues to struggle with internal issues. A 2020 audit revealed persistent predatory behavior by male officials and a lack of effective reporting structures. The watchdog’s recommendation advised Khan to reduce interactions with the complainant to uphold court integrity and individual rights.
