UN Migration Chief Predicts Increased Budget Cuts by 2026

The Chief of the United Nations Migration Agency announced on Tuesday that countries should brace for even more significant program reductions by 2026. This follows a record budget decrease of nearly 30% this year, primarily due to the cessation of U.S.-funded programs and the withdrawal of support from other donors.

The International Organization for Migration (IOM) had already begun significantly downsizing its projects in response to U.S. President Donald Trump’s foreign aid cuts. This scaling back is anticipated to impact thousands of staff members and have a profound effect on migrants worldwide.

The IOM’s American Director-General, Amy Pope, stated that the organization’s budget is projected to drop from $4 billion to $2.89 billion. This decrease is already impacting efforts to support refugee resettlement programs, as well as work in Colombia, the Democratic Republic of the Congo, and initiatives for Rohingya refugees.

“(2026) is where we expect to see the most significant impact on the budget—not solely because of the United States, but because many of our donors have indicated they anticipate further cuts to humanitarian and development financing,” Pope noted during a meeting in Geneva.

The U.S., which provides over 40% of IOM funding, announced this month that 80% of programs at the U.S. Agency for International Development have been canceled. Pope indicated that the IOM is still receiving updates from Washington regarding the impacts but cautioned that contracts approved by the U.S. government could expire later this year.

She also mentioned that the Geneva-based organization estimates that 7,000 jobs will be affected, slightly more than the previous estimate of 6,000, although some staff may be re-hired. Pope, a former White House adviser to President Joe Biden, raised concerns about how she and the organization would be affected under a potential successor, Donald Trump.

That issue was not discussed during the meeting; however, several countries encouraged Pope to advocate with Washington to reverse the funding cuts.
