The announcement of the Riviera Hotel Company obtaining a building permit in 1939 for a three-story brick building has caused quite a stir in the city. Valued at $103,000, the project includes 22 residential units and retail stores on both streets, making it a significant endeavor. Architects John and Coulton Skinner are faced with the daunting task of overseeing this massive development. City records from 1949 reveal that for the initial decade, the building was referred to as the Riviera Hotel.

Characterized by its soaring, curved facades on the east and south sides, adorned with striking eyebrows and racing stripes, the building exudes a modern and sophisticated aesthetic.
